Decision: Arbitration hearing to determine whether the authority was liable for breach of an expropriation settlement agreement that had resulted from an earlier expropriation by the authority of a statutory right of way for a water pipeline through land owned by the claimant. The settlement agreement had required the authority to cooperate with the claimant in obtaining approval for a subdivision. The authority was found by the arbitrator to have breached the agreement.
