Royal Commission Inquiry Into Civil Rights
James C. McRuer
In 1964 the Province of Ontario appointed James McRuer, Chief Justice of the High Court of Ontario, as commissioner to conduct an Inquiry Into Civil Rights. The inquiry included an examination of expropriation procedures in Ontario. The Commission's report on expropriation procedures is found in Report Number One, Volume 3, Part III.
