Discussion Proposal for a New Expropriation Act

In the fall of 1982, after numerous studies into the reform of expropriation law in British Columbia, the British Columbia Cabinet Committee on Legislation released a draft Expropriation Act for public discussion. The report was printed with a green cover, thereby ensuring it would be widely known as the "Green Paper".

The Green Paper did generate significant public response. However, it took another five years of study and debate before the reform legislation came into force on December 24, 1987. This statute was formally titled as the Expropriation Act, S.B.C. 1987, c. 23.

Although the Green Paper has long since served its original purpose, it still retains some value by providing the historical context in which the present British Columbia legislation was enacted. A copy of the report is available here.
